Storm Water Permits for Industrial Activities


The Arizona Department of Environmental Quality (ADEQ) requires storm water discharge permits for certain types of industrial activity. If your business falls into any of the categories listed below, you may need to obtain a storm water discharge permit.

  • Subchapter N industries including facilities subject to storm water effluent limitation guidelines, new source performance standards and toxic pollutant effluent standards (water priority pollutants)
  • Hazardous waste treatment, storage or disposal facilities
  • Landfills
  • Power generation facilities
  • Sewage treatment plants
  • Heavy manufacturing at facilities described by SIC 24 (except 2434), 26 (except 265 and 267), 28 (except 283), 29, 311, 32 (except 323), 33, 3441, 373.
  • Light manufacturing described by SIC 20, 21, 22, 23, 2434, 25, 265, 267, 27, 283, 285, 30 , 31, 323, 34, 35, 36, 37, 38, 39, 4221, 4222, 4225.
  • Mining and oil and gas extraction described by SIC 10, 11, 12, 13, and 14.
  • Recyclers including SIC 5015 and 5093.
  • Industrial transportation described by SIC 40, 41, 42, 42, 43, 44, 45, and 5171.

An Arizona-specific industrial storm water permit is currently being developed by ADEQ. Until the Arizona-specific industrial storm water permit is issued, Arizona industries must apply for coverage under the federal Multi-Sector General Permit (MSGP). Coverage may be obtained by submitting a Notice of Intent (NOI) to ADEQ. The MSGP also requires that a Storm Water Pollution Prevention Plan (SWPPP) be completed and ready for implementation at the time of operational start-up.
