Pima County DEQ encourages businesses
and residents to minimize waste production and reuse
and recycle whenever possible. The easiest and most cost-effective
way
of managing any waste is not to generate it in the first
place. You can decrease the amount of waste you produce by
developing
a few good habits.
The mission of PDEQ's Waste Program
is to:
• Ensure
that hazardous and non-hazardous wastes are managed in an environmentally
sound manner;
• Encourage
the recycling and recovery of waste materials through suitable
incentive/distinctive efforts; and
• Provide
remedial responses and/or provide oversight to the uncontrolled
releases of hazardous and petroleum substances into the environment.
Pima County
has several programs designed to aid in reaching our goal: Waste
Programs
Household
Hazardous Waste Program - Pima County/ City of Tucson
program to reduce improper disposal of common household hazardous
waste
such
as automotive products and paints.
Small Business
Waste Assistance Program - or SBWAP, is a Pima County/
City of Tucson program to provide a safe and affordable
disposal/recycling option for your business.
Illegal

illegal dumping (wildcat dumping). Staff performs routine
surveillance of private and public lands throughout Pima
County that are frequent dump sites. Staff will obtain
evidence, issue citations to responsible parties, and
ensure proper disposal of the solid wastes. Once a month,
staff supervises Adult Probation Workers during the cleaning
of public land of "wildcat" solid
waste. Staff also coordinates neighborhood clean-ups
with community leaders and neighborhood groups.
Waste
Tire Program - Pima County Department of Environmental
Quality, Solid Waste Management Division, has developed a new "Annual

Tire Disposal Manifest" for use by retailers for acceptance
or their tires at the Ina Road Waste Tire Collection Site.

Waste
Hauler Permitting & Inspection
Pima County Department of Environmental Quality (PDEQ) is authorized to inspect refuse haulers on an annual basis. All waste collectors need to apply for and obtain PDEQ licenses for their business and for each vehicle used for waste collection and transportation before it is used in any waste collection activity.
A prospective waste collector shall submit the completed PDEQ Solid Waste Hauler Business Application to:
Pima County Department of Environmental Quality
33 North Stone, 7th floor
Tucson, AZ 85701
Once received, the waste collector will be contacted to schedule a mutually convenient inspection time. Once the vehicle(s) are inspected and approved, an invoice will be sent to the business owner. The yearly permit fees are as follows: $162.00 for the solid waste transporter business permit and $79.00 per vehicle (annually) for the solid waste vehicle permit.
In accordance with Title 7.25.140 of the Pima County Code (Title 7), all solid waste haulers are required to submit a recycling service report at the end of each quarter to PDEQ. A Quarterly Recycling Service Report will be sent to each solid waste hauler at the end of each quarter. It should be filled out, even if the business does not offer recycling. In addition to reporting recycling information on a quarterly basis, solid waste haulers are also required to pay a one-dollar per residential customer fee each year. Since this fee is paid quarterly, that equates to a $0.25 charge per residential customer, per quarter. To determine the amount that must be paid, multiply the total number of residential customers receiving refuse collection by 25 cents. This amount should be sent in with the Quarterly Recycling Service Report. The Quarterly Recycling Service Reports are mailed out at the end of each quarter. The due date is indicated on the cover letter that accompanies the Report.
