Voluntary Vehicle Repair and Retrofit Program

Since its inception in November 1999, the Voluntary Vehicle Repair and Retrofit Program (VVRR) has been funded by the State of Arizona to reduce air pollution emitted from older cars. Due to the current economic situation in the State of Arizona, the funding for FY 09/10, beginning July 1, 2009, is uncertain, so we do not know if this program will continue after June 30, 2009.

Pima County has no funding to cover the costs of this program, so if State funding is eliminated, the VVRR Program will stop June 30, 2009.

Financial Aid to Pass AZ Emissions Test

If you answer "Yes" to all of the following questions, you may be eligible to receive financial aid through the "Voluntary Vehicle Repair & Retrofit Program".

  • Did your vehicle fail the Arizona State emissions test?
  • Is your vehicle 12 years of age or older?
  • Has your vehicle been registered during the last 12 months in Arizona without a break in registration for more than 60 days?
  • Is your vehicle titled in Arizona?
  • Is your vehicle operational and in good mechanical condition?

Background

The purpose of this program is to reduce emissions and to improve air quality in Pima County. If your vehicle is eligible for the program, an automotive technician at an authorized garage will diagnose or test your vehicle. The initial diagnosis determines whether your vehicle qualifies for repair and/or retrofit kit installation. If your vehicle can accept a retrofit kit (most 1975-1980 vehicles can), a retrofit kit must be installed.

Additional Information

Vehicle owner is responsible for the first $150 of repairs, if accepted into the program. Once accepted, Pima County Environmental Quality will pay up to an additional $550 for emissions related repairs, or up to an additional $650 for emissions related repairs and retrofit kit installation.

If the cost estimate to repair or retrofit your vehicle exceeds these amounts, you will be given the option to pay the additional money or to withdraw your vehicle from the program. If you chose to withdraw from the program , you must pay a $50 diagnostic fee. For more information or questions, call (520) 740-3353.
